Onika Miller

The Permanent Secretary

Onika Miller is a career civil servant with over seventeen years of service to the Government of Jamaica. She was assigned to act as Permanent Secretary in the Office of the Prime Minister on the 16th November 2009 and was appointed to the position in the following year. She is currently Jamaica’s youngest serving Permanent Secretary.

As the Accounting Officer of the Office of the Prime Minister, Ms. Miller is responsible for the overall management, administration and expenditure of the Ministry acting under the policy direction of the Prime Minister. She is also responsible for providing sound policy advice and technical support to the Prime Minister as well as to the Government Ministers assigned to the Office of the Prime Minister.

Having started her career as a Project Officer with the Social Development Commission she readily seized the challenge to undertake duties as the Director of Special Programmes in the Office of the Prime Minister. This pathway led to considerable exposure and work in social policy, planning and community development which prepared her for more senior positions in the public sector including that of Chief Technical Director in the Office of the Cabinet and at the technical and managerial levels in the Ministry of Local Government.

Ms. Miller has worked in different Government institutions over the years and has served on a number of public sector Boards including the Jamaica Social Investment Fund, Jamaica National Heritage Trust and Fiscal Services Limited. She developed a keen interest in the complex governance relationships across the public sector and has honed her technical skills in the areas of Strategic Management, Leadership and Decision Making, Public Administration, Policy Development and Policy Analysis, as well as, Results Based Management.

Ms. Miller obtained her Master’s degree in Business Administration (MBA) from the University of New Orleans in the USA and a Bachelors of Science degree from the University of the West Indies in Jamaica.

Ms. Miller is an avid reader and enjoys the performing arts and travel.
