Transformation of the JCF into a Force for Good Underway – PM Holness
The Prime Minister says the strategic transformation of the Jamaica Constabulary Force (JCF) into a force for good through organizational and policy changes is taking shape.
Prime Minister Holness was speaking on Wednesday (May 29) at the 76th annual joint conference of the Jamaica Police Federation at Moon Palace Hotel in St. Ann.
“The transformation that we are moving the JCF towards is of an organization that can use force without violence, that can use force proportionately and that uses it as a last resort. That means, we’re going to have to change all type of systems, give you new tools, techniques and technology but the first thing we have to do is to change the mindset of the society and the JCF. I am not proposing that by virtue of this speech mind-sets will change but by virtue of this speech, we have taken one step closer to the objective. That is what is required of you the hardworking dedicated members of the JCF” said Prime Minister Holness.
In that regard, the Prime Minister added that with the reformed special operations, the members and leaders of the JCF be accountable and must have a strong doctrine in the use of force. He said the duty of the Government through the JCF is to protect the citizens.
The Prime Minister acknowledged the integral role played by the leadership of the JCF in deliberately working to improve operational procedures and the use for force policy even without the Independent Commission of Investigations (INDECOM).
In the meantime, Prime Minister Holness noted that the Government is investing in infrastructure development, the acquisition of tools for work and health and welfare for the JCF.
During this financial year, the Government has allotted a record $40 billion dollars to the JCF from the $96.8 billion-dollar budget of the Ministry of National Security. The Government has so far rebuilt or refurbished 70 police stations across the island. He also announced that Cabinet recently approved the contract of acquisition of over 3000 bulletproof vest and other safety gear and additional firearms for the JCF.
The Prime Minister noted that these investments are being done to help in improving the crime situation.
Prime Minister makes personal donation to JCF wellness
Prime Minister Holness also announced that he will make a personal donation through his Foundation to the wellness activities for members of the JCF.
“The commitment that I am making now through my foundation which is separate and apart from anything that has to do with Government; I will work with the Commissioner and the Federation to make a small contribution towards the access to gyms right around the country and the commissioner will give you further details on that,” said Prime Minister Holness.
