Overview

The Government of Jamaica, through the Office of the Prime Minister (OPM), is pleased to announce the tabling of the National Animation Policy (NAP) Green Paper, which outlines the Government of Jamaica’s strategic direction for strengthening and expanding Jamaica’s animation industry.

The policy establishes the mechanisms, strategies, and regulatory structures required to address the needs of the animation sector while supporting the growth of a globally competitive digital creative economy.

The NAP seeks to strengthen collaboration among key stakeholders, including animation professionals, broadcasters, educators, and investors, while closing the gap between training and employment opportunities.

Through this policy, Jamaica aims to transform its animation sector into a world-class industry and position the nation as the leading regional hub for animation.

The Need for a National Animation Policy

High levels of youth unemployment, shifting global economic conditions, and rapid technological advancements underscore the importance of developing resilient and future-focused industries.

Animation, an emerging niche within the orange economy, presents a significant opportunity to stimulate economic growth, expand creative employment, and harness new technologies.

Purpose of the Policy

The National Animation Policy provides a coherent and strategic framework to guide the growth, sustainability, and global positioning of Jamaica’s animation industry.

The Policy aligns with Vision 2030 Jamaica – National Development Plan and supports national goals related to economic growth, innovation, skills development, and cultural advancement.

Consultations and Feedback

The National Animation Policy is currently at the Green Paper stage, having been tabled in the Houses of Parliament and Senate.

The Green Paper will serve as the basis for structured engagement with stakeholders and the wider public to solicit feedback, comments, and recommendations.

Public consultations are being conducted in accordance with the Consultation Code of Practice for the Public Sector and include engagement with government entities, industry professionals, educational institutions, broadcasters, investors, civil society organisations, and members of the public.

The consultation process is led by an Independent Consultant, Mr. D’Oyen Williams, engaged by the Office of the Prime Minister.

Submit Feedback

Stakeholders and members of the public are invited to submit written comments and recommendations on the National Animation Policy (Green Paper).

Submissions should reference the relevant section(s) of the Policy and may include general comments, suggested amendments, or additional policy considerations.
