We, the undersigned citizens and residents of Jamaica, urgently call upon the Government to prioritize the safety of women by clarifying and reforming the Offensive Weapons (Prohibition) Act to allow the legal possession and use of pepper sprays and tasers for self-defense. Women in Jamaica are disproportionately targeted in violent crimes, including sexual assault, domestic abuse, and harassment. Many women feel defenseless and vulnerable, especially when traveling alone or in poorly lit areas. Non-lethal tools like pepper sprays and tasers offer a practical, accessible means of protection without escalating violence. We request that the Government publicly confirm that pepper spray is legal for personal protection under the current Act and provide clear, accessible guidance to women and law enforcement on its lawful use. We also request that the Government acknowledge that tasers are currently illegal under the Act and propose legislative amendments to legalize tasers for women’s self-defense, with appropriate regulation and training requirements. We further request that the Ministry of National Security coordinate with the Jamaica Constabulary Force to issue updated Force Orders that reflect the current and amended legal status of these devices, ensure officers are trained to enforce the law fairly and respectfully, and prevent wrongful arrests or harassment of women carrying legal protection tools. Finally, we ask that the Government launch a nationwide awareness campaign to educate women on their rights and responsibilities regarding personal protection and promote safe, lawful, and responsible use of these tools. This is not just a legal issue—it is a matter of life and safety for thousands of Jamaican women. We urge the Government to act with urgency, compassion, and clarity to empower women with the tools they need to protect themselves.
