GOJ Formally Partner With UOG PLC for Oil Exploration

Dear Honourable Minister Vaz,

We, the undersigned citizens, stakeholders, and concerned Jamaicans, respectfully petition Your Ministry to formally partner with United Oil & Gas PLC (UOG) on the development of Jamaica’s promising offshore oil and gas resources, particularly the Walton-Morant Licence. uogplc.com

Jamaica faces ongoing challenges with energy security, high import costs, and the need for sustainable economic growth. United Oil & Gas PLC, an independent oil and gas exploration company, holds 100% working interest in the large 22,400 km² Walton-Morant offshore exploration block south of Jamaica. This licence represents a high-impact frontier opportunity with compelling geological indicators, including 3D seismic data supporting a working petroleum system, recent surface geochemical work, and potential to open a new hydrocarbon province for our nation. uogplc.com

Key Reasons for Partnership:

Energy Independence: Successful exploration and development could reduce Jamaica’s reliance on imported fuel, lower energy costs for households and businesses, and strengthen national energy security.

Economic Transformation: This project has the potential to create jobs, generate government revenue through royalties and taxes, stimulate local industries, and attract further foreign direct investment.

Technology and Capacity Building: A partnership with UOG would bring international expertise, training opportunities for Jamaican professionals, and technology transfer in exploration and development.

Sustainable Development: We urge that any partnership incorporate best environmental practices, local content requirements, and alignment with Jamaica’s broader climate and energy transition goals.

Timely Action: UOG has already completed key early-stage work (including multibeam surveys) and holds a drill-ready prospect. Government support and partnership would accelerate progress and maximise benefits for Jamaica.

We believe a formal partnership — through a production-sharing agreement, joint technical committee, or other collaborative framework — would align private sector capability with national interests and deliver meaningful value to the Jamaican people.

We therefore humbly request that the Ministry:

Initiate immediate high-level discussions with United Oil & Gas PLC.
Evaluate and advance a strategic partnership framework for the Walton-Morant Licence.
Engage stakeholders (including communities, environmental groups, and industry experts) to ensure transparent and inclusive development.
Provide regular public updates on progress.

We stand ready to support this initiative and offer any assistance needed. The future prosperity and energy security of Jamaica depend on bold, strategic decisions today.
