Dr. Warren Vernon Appointed Executive Director of the National Identification and Registration Authority (NIRA)

The National Identification and Registration Authority (NIRA) is pleased to announce the appointment of Dr. Warren Vernon as its first Executive Director, effective October 1, 2025.

Dr. Vernon brings extensive expertise in national initiatives, strategic and operational management, digital identification, civil registration, and digital transformation. His leadership will guide NIRA as it advances its mission to provide citizen-focused services and expand enrolment and registration coverage across Jamaica.

Dr. Vernon holds a Bachelor of Science in Computing and Information Technology from the University of Technology, a Master’s in Management Information Systems from the University of the West Indies, and a Doctorate in Education from Maryville University. He also holds professional certifications in cybersecurity, artificial intelligence, leadership, project management, and accounting.

“It is an honour to be appointed as NIRA’s Executive Director,” said Dr. Vernon. “I look forward to working with the Authority, its staff, and partners to strengthen access to identity documents and support Jamaica’s digital innovation goals.”

Bishop the Hon. Conrad Pitkin, Chair of NIRA, welcomed the appointment, noting: “Civil registration and identification are essential to national development, and NIRA remains committed to ensuring these services are accessible to all Jamaicans.”

With this appointment, NIRA reaffirms its dedication to building a people-first organization and advancing Jamaica’s national identification and civil registration systems for the benefit of every citizen.
