Minister Wheatley Leads STEAM Toys Distribution Initiative Post-Hurricane Melissa

Following the impact of Hurricane Melissa, which hit Western Jamaica particularly hard, Dr. the Honourable Andrew Wheatley, Minister without Portfolio with responsibility for Science, Technology and Special Projects in the Office of the Prime Minister, is leading a targeted STEAM Toys Distribution Initiative to support children in the most affected communities during the Christmas/New Year period.

Minister Wheatley stated, “This is a clear, practical recovery action with a simple logic: relief that also builds capability. Children disrupted by the hurricane faced setbacks in school routines, play, and well-being. STEAM-based toys convert gift-giving into an early investment in curiosity, creativity, problem-solving, and resilience.”

He continued: “This initiative is about more than giving toys; it’s about giving children a lift now and building the skills and confidence they will need for the future,” added Minister Wheatley.

Minister Wheatley is delivering the programme through the Science Portfolio’s core agencies:

• National Commission on Science and Technology (NCST): Coordinating the initiative and mobilizing support for affected communities.

• National Foundation for the Development of Science and Technology (NFDST): Engaged by NCST and successfully procured approximately 1,400 STEAM kits and toys for children ages 0–13 in hurricane-affected areas.

• Scientific Research Council (SRC): Supporting implementation and helping ensure the kits translate into meaningful hands-on STEAM engagement.

• Science Division (Portfolio): Providing oversight, coordination, and alignment with the Portfolio’s wider public education and development goals.

Importantly, a key operational strength of the initiative is the participation of National Youth Service (NYS) volunteers, who will support distribution logistics, on-the-ground coordination, and child-friendly engagement, helping the programme reach families efficiently and with the right care and energy.

 

Distribution and Public Engagement

The STEAM toys will be distributed as part of the Urban Development Corporation (UDC) Fireworks Celebrations Kiddies Villages at three western locations:

• Black River, St. Elizabeth at the Black River Courthouse

• Negril, Westmoreland at the Long Bay Football Field

• Montego Bay, St. James at Harmony Beach Park

These family-friendly settings will allow children to receive their STEAM toys and immediately engage in learning-through-play. Minister Wheatley will lead the distribution, reinforcing the national recovery message that rebuilding communities must also mean rebuilding opportunities for children.

Furthermore, the initiative is designed to deliver both immediate and longer-term benefits, including:

• Immediate uplift for children affected by Hurricane Melissa through positive recreation and holiday support

• Strengthened creativity, critical thinking, and problem-solving through constructive play

• Increased early interest in STEAM fields, supporting innovation and future readiness

• Enhanced psychosocial well-being through positive, hands-on engagement

• A longer-term contribution to a more resilient, innovative generation capable of building safer and smarter solutions for Jamaica

Minister Wheatley stated that “The Science Portfolio’s STEAM Toys Distribution Initiative is relief with purpose, supporting children now, while strengthening the skills Jamaica will need tomorrow.”

The Minister added that “Recovery must restore hope, restore learning, and restore opportunity, and when we place children at the center, we strengthen Jamaica’s long-term resilience.”
